Walailak University, School of Public Health, School of Languages and General Education and the Center for Academic Services (The Department of Mobilizing Sustainable Development and International Excellence) partner with the Provincial Offices of Natural Resources and Environment in 5 southern provinces, namely the Provincial Office of Natural Resources and Environment Chumphon, Provincial Office of Natural Resources and Environment, Trang Province, Provincial Office of Natural Resources and Environment Nakhon Si Thammarat, Provincial Office of Natural Resources and Environment Phatthalung, and Provincial Office of Natural Resources and Environment Ranong. The collaboration is to drive the potential development project of the Provincial Office of Natural Resources and Environment to develop a provincial climate change action plan according to the intent announced by the Prime Minister at the World Leaders Summit of the United Nations Conference of the Parties (COP26) on Climate Change, the 26th session, in Glasgow, Scotland on November 1, 2021, that Thailand has to achieve its goal of carbon neutrality by 2050 and achieve net zero greenhouse gas emissions by 2065 and to fulfill Thailand's Long-Term Low Greenhouse Gas Emission Development strategy that sets the NDC target to be 40% by the year 2030.

Assoc. Prof. Dr. Warit Jawjit, Acting Vice President of Walailak University and Project Leader said that according to the Prime Minister’s declaration of intent at the World Leaders Summit of the United Nations Conference of the Parties (COP26) on Climate Change, the 26th session that Thailand is ready to fully elevate the climate problem by all means. The goal of reducing greenhouse gas emissions is presented to the global community that the country's greenhouse gas reduction goal is within the year 2030, known as NDC (Nationally Determined Contribution) to reduce greenhouse gas emissions by 20-25 percent when it is compared to normal operations from all sectors (Economy-Wide). Other goals are to achieve carbon neutrality by 2050 and achieve net zero emissions by 2065.

For Thailand, "provinces" play a role that can regulate and direct development at the local level in order to control greenhouse gas emissions and can also set measures and develop projects to reduce greenhouse gases significantly according to the 12th National Economic and Social Development Plan (2017-2021) of Thailand. It is under the implementation of the Green Growth Strategy for Sustainable Development, focusing on increasing efficiency in reducing greenhouse gas emissions by supporting the reduction of greenhouse gas emissions and increase of capacity to adapt to climate change. In addition, the government has also formulated an integrated provincial and provincial group administrative policy to coordinate work between various sectors so that the provinces and provincial clusters can manage, solve problems, and develop the area efficiently and in line with the potential of the provinces.

To drive such projects, the Provincial Offices of Natural Resources and Environment in 5 provinces and Walailak University organized the 1/2023 meeting of the working group on climate change at the provincial level to clarify the details of the background of the project and request collaboration with the government agencies and organizations within the province to drive the project successfully and achieve its objectives.
